Customer's Deposits/Refunds

The Buchanan County Public Service Authority requires any residential applicant for continuing service pay a deposit to secure the performance by the customer of the terms and conditions of the Authority under which water service is supplied. The deposit will be refunded, without interest, when service has been discontinued, after deducting any charges due on final settlement of customer's account.

Abatement and Refunds

There shall be no abatement of the minimum water charges in whole or in part by reason of the extended absence of the customer, unless service has been discontinued at his request, and no abatement shall be made for leaks or for water wasted by improper or damaged service pipes or fixtures belonging to the customer; except, however, that in the case of an underground leak, an adjustment may be made to the Authority's actual cost of water plus the average monthly bill based on an average of the previous (3) consecutive like periodic bills provide the customer properly and promptly repairs such leak when detected.

Leak Adjustments

A leak adjustment can be given once every 12 months. To qualify, the adjusted amount must be 25% of billed amount, and must be taken within 3 months of when the high usage occurred on bill. The adjusted amount is at a different rate and will not reflect your normal bill.


Any customer 60 days past due will be subject for disconnection. If disconnected a disconnect fee of $100.00 will be applied to customers account and service will be re-instated no sooner than next business day.
